I wouldn't stop until I get at least 2 lines consisting of some kind of %atk, %boss, or %PDR. Cube it IMO.
Total damage is usually pretty bad, it's one of the worst lines you can get on your secondary that's still "useful". If it was like 21% total damage it would make a decent training charm, but a mere 9% total at unique should be recubed for % att or boss. If you don't have a backup secondary though, I would recommend waiting until you have access to at least a few dozen cubes before recubing that.
Your thing's unique. I'm sure you can just go around and farm cubes from boss drops or from those floating legendary mine/herb things.
