Taric top might be a somewhat popular pick since he can build pretty tanky and have some built in armor penetration (hue hue hue), but probably in Silver and Bronze tiers. Plus I have a feeling supports such as Leona, Thresh, Fiddlesticks and Annie could become powerful as well. Supports had some pretty good changes to them, and with a decent amount of gold, some supports can act as a secondary top/mid, but they still have their support duties such as warding, peeling, protecting, etc.

top : shyvana and riven til they're nerfed. Old picks such as rumble and kennen. Rengar is strong and will continue to be until a rework i think. olaf prob. possibility of mundo to be strong at some point
jungle : same old stuff really with a touch of more ap junglers and some other farm heavy junglers like nocturne.
mid : ziggs and syndra. ori will still be strong. rework xerath will end up being really strong. gragas will continue to be strong as well.
adc : doesn't matter
support : lulu

@kennyowns Nothing's happened to him, and nothing in the recent patch has made him any better. It's just that when he was popular at first, nobody knew how to use him (he was just released). The same could be said with Aatrox, Lissandra, etc. New champions are restricted from competitive play until a few months after their release, and are almost always used as soon as they are available. People then just start copy those builds later.

For Lucian specifically, everyone used to first buy Blade of the Ruined King, thinking it worked well with his passive, though it was sort of a waste. Trinity Force is much stronger on him, as it stacks with his passive, while his passive is his form of harass.

Lucian seems OP now for some reason, whenevr I play him in Pre S4 I win more and more kills don't know but maybe he's more OP

Of all stealth champions, I would only really say Evelynn. Shaco can still be spotted as always, it's just a matter of making your ward placement effective to spot him before he uses Deceive. If he's going through lane, it's not much different from many other junglers' ults like Nocturne, but I guess the major difference is that it's his ult. So he is better, but not incredibly strong like Evelynn.

Other stealth champions are still pretty much countered by pink wards still, or even the red trinket (it seems to work, not sure if it's a bug, but it's upgraded [475 gold] description does say it should), so they're not really that different.

Not exactly broken, but Teemo is pretty annoying now, especially since the top lane bushes are split into three. But if you know that they're all stacked in one bush, I guess you could just make do with the red trinket (90 second cooldown at level 9). It is kind of nice that they give gold now though. But all trap champions will be much more useful with the ward limit.

The yellow trinket is pretty nice on Katarina and Jax, especially late game when you're full-build. Lee Sin generally just build sightstones anyways, but it still does help him.

Jungling has gotten slightly harder again, but untraditional/low-sustain picks are affected pretty badly by this. With the new smite and trinkets, strong junglers are able to steal buffs as well.

With the new masteries, Mundo's regen is buffed a lot too.
Thresh because of all the support buffs and items, Fiddlesticks because he wasn't AP nerfed like the rest, Syndra didn't get touched at all (but now her Q-E combo is now glitched) but I've been using her a lot for the last 5 days on my smurf and she's so fun and OP, not to mention she isn't played too often so many people don't know how to play against her in lower ELO's. I went 14-6-16 and 9-0-3 last night with her on a normal level 30 game.
Syndra is beast, I agree, but her Q-E is glitched? I mean, I kind of noticed that I out mechanic'd my mechanics by grabbing the ball right as it went out after my E and didn't land the stun because I grabbed it before it could make contact. Played her support for kicks with my friend and saw that happen.

Shaco, eve. The way you counter them is pink wards and constant ward coverage but with the ward limits they will be much stronger during laning phase.

Nidalee is rumored to be nerfed, current patch already takes away some of her damage (can't do the usual pounce away right after tossing spear for more damage)... Kassadin is already a pretty popular pick currently since his nerf seems to be a buff in some ways and other assassins have been nerfed. I see Morgana coming back mid, particularly with vision changes making her spell shield likely to be more useful (also assassins getting nerfed), otherwise not too sure; maybe some stealth champions will come back as a fad?

Nidalee, Lux, Kassadin, and post-rework Xerath.
