If you look closely, there are indeed two blue ribbons attached to the dress near the hands.
If you can't see it, I suggest trying the dress in the CS. You'll definitely see the blue ribbons there.

oh yes, i did edit it to my liking, but i also liked the original design (now that i think about it i prefer it more xD)

anyways, I did a little more research, and i found some guides on drawing human anatomy, i found out that the technique using circles at limbs+ 1 line dividing the face in 2 works best for me, right now im going wild on paper, drawing every single crazy pose that pops into my head, so much fun and so easy <3 so very pretty and accurate too <3 <3

i also realized that i used to use this technique before, i dont know why i suddenly stopped

maybe some of u could try it and check it out ^

i dont use the lines(stickmen) to guide me, i tried and they seem to cause more confusion
all i have to do now is visualize a little, and then the circles will estimate the distance of the body parts and so on

From what I can tell, the drawing is a lot different from the pixels.
There is no blue scarf on the little character, and the outfit looks like a solid black dress with a light pink and black polka dot scarf (rather than the white top/black skirt that is drawn).
And I can't even see the gloves, so I see no problem there...

My suggestions:
Lower her hips a tad, widen them up, and her legs seem a little thin and too close together.. (trying to not sound too pervy here).
I'd also flatten the wing on the left (her right) to give her a little more depth.
And for the neck being too long, well, I thought it was just stylization.
Her chest (or what little of it is visible) looks fine to me.

If you don't already, I suggest you start drawing the mannequin to get the proportions down before too much work gets put into a picture.
And If you really want to perfect your proportions, you should draw human figures[i] every day[/i]. With enough practice, it will become very easy.

Using the length of the head to measure is handy.
The average human body is about 7 1/2 heads tall.

a female figure would be a little shorter than this^ image.
Of course, since you are drawing cartoon style rather than realistic, there is room for error, or style changes.

The coloring is very nice, and the background is very pleasant to look at!

The breasts are unnaturally big for the size of the girl drawn.

i drew this to practice my colouring, but then it ended up as a gift, i guess the bad proportions were inevitable =( its also my biggest weakness

hmm, the proportions are my biggest concerns, could u guys please elaborate, the waist starts at the base of the white t-shirt
and whats wrong with the gloves, i dont understand that part xD

from my own point of view, the neck is a little too long, and the face .. could improve
as for her legs, the right (our right) leg is facing inwards*anime girl style*, i just cut it out cuz i wanted half body view, so theres nothing wrong there xD

if u see anything else wrong pls do say so
& thanks for the shoulder should be equal to waist tip, i found it very useful xD i 'll remember it from now on

Everything from the waist down looks unusually not detailed. And the legs don't look right... they suggest that the waist is too small to be proportional. The waist should be as wide as the shoulders.
