Hm, no I can see your standpoint. Word-usage is never set in stone anyway. I've met many people that use cartoons and anime interchangeably, because some people don't know of the word 'anime' in the first place, haha.

Because anime is essentially the English term coined for a Japanese cartoon. A cartoon is a cartoon, regardless of the name change that comes with intercultural word exchange and translations.
