No, it's still unlimited. (proven by all the recent vids from kms). those delays are for pvp, stated by southperrians.

Dude mechs cant become god they're a 2nd online game class
Not really. They already, due to unlimited siege, have the highest 1v1 dpm and dps (second) if you as a mech hit max dmg consistently. (extremely hard)
