Does the league community have lives?

Just played a game, not the worst but very annoying because they refused to surrender even though we were 14 kills to 32 by 19minutes (7 kills and 3 deaths were from me and rest were scattered among my teammates)
ended up going to 40minutes

this guy instalocks and calls "adc or afk im not messing around" > then in game he asks us what to max out first on Jynx > then he feeds hard > rages at thresh for not tanking > whole game is toxic, starts telling enemies to report all of my team excluding herself

how much time is that if each game was 30-40minutes, this guy should not play ranked until he has practiced
