What to upgrade
My Evan is lv 200 now and I have about 1.4b mesos to use on him these are the eqps on him right now
205 m attk staff no pot yet
clean empress shoe
clean empress robe
clean empress gloves
15% int hat
10 m attk balloon
6% int specs
7% int earrings
6% pend, ring, shoulder, and belt
DABR
pinacle ring
unleashed ring
6% m attk secondary weapon
What should I upgrade?

I guess you could start with a face accessory since you seem to not have one.
If you can't find one within your budget then use the one from Silent Crusade.
Other than that pretty much what scrumble said.
I think the 3 set Alien Fragment should give you a boost. An Evan shouldn't have too much difficulty with the PQ although the best I've gotten was 3 B's and 2 S's rank.

You could try to upgrade your empress equipments and/or your earrings. % INT can be decently priced if you can find a bargain. From there on its just pure upgrading equipment, in the sense of finding equipments with more % INT and/or M. att. Also you could try to get a 6 Empress set, which is a decent boost. But make sure your range doesnt drop overall when doing this.

I have 6% int on the rings and I'm gonna try to get a unique pot on my wep from the event
Always nice to get a somewhat decent pot on your weapon. Doesn't have to be perfect of course, but it's really beneficial relative to other equips.
Do your Pinnacle and/or Unleashed rings have % INT on them?
If not, you could try to get a decent % INT one. Also your Empress equips are clean, so you could try to find scrolled ones. Not sure if you like cubing, if you dont, just try to find a Cubed one. But they may be very expensive so make sure you have enough mesos left.
