It's because bored children whose mothers told them they couldn't go outside and play with the big kids like to make new accounts and spam every single post on the entire site with Likes. Same for the other new account restrictions.

It's because your account is too new. I'm not sure the exact requirement for new accounts to be able to Like comments, but it's something like 90 days.
