I guess stars and bullets are more like ammunition, like arrows, rather than gear. nexon is strange.

You can get Steelies from Ninja Castle Ninto mobs (the large black ninjas with flames).
They drop fairly commonly.
Hwabis are stronger and drop from Harps and (perhaps better to farm them at) MP3.
Ilbis are an option, but I'm not sure where they drop.
