122-125ish is probably the optimal level to start training there, since that's probably when you've got at least one point in Demo, SI, and DS and can 100% hit most of the mobs there, but it's more dependent on how quickly you party can kill the mobs you're training on. If you've got a few high-levelers and a Bish, you could probably go sooner, assuming that they don't mind that you probably won't be able to help them kill as quickly, but I doubt that will be too much of a problem. I'll say "as soon as you can get a good party going and get better exp/min than anywhere else" then start training there.
