Simple eBay questions

just a newbie using eBay for the first time.
if i lowball somebody but somehow win the auction, is the seller forced to sell the item to me or can he like decline my bid?

They can put up a reserve, but they usually don't. And yes, they can choose to decline your bid. More of a reason to keep your feedback high.

The seller sets it I think, you should see it somewhere otherwise there isn't one.

And I believe when a seller is selling an item before hand the have to agree to go through with it, just like you have to agree to go through with it when you're going through the buying process
