Can I breed it with Seadra to get the move or do I have to breed within egg group to produce an offspring? Ive literally read 2 different answers.

Can I breed it with Seadra to get the move or do I have to breed within egg group to produce an offspring? Ive literally read 2 different answers.

It has to be bred within the egg group.
To pass it onto a Larvitar I bred Seadra with a Lapras then bred Lapras with a Larvitar.
