If you're cool with waiting, you can sell them for much more since they're the only potentialable rings atm. Plus, the longer you wait the more they will get equipped and become untradable.

Depends on what class you're playing and what books you need. If it's something like Dual Blade you should have no issues finding and purchasing the Mastery Books, they're relatively cheap.

3 of the books is more useful than the cape imo

Books all the way. Your damage output will be greater, and it's the most cost effective.
