Is it possible to still achieve Unlimited Final Cut without the Buff Duration inner ability? (I would prefer to not re circulate and lose my 15% Crit inner ability)

Is it possible to still achieve Unlimited Final Cut without the Buff Duration inner ability? (I would prefer to not re circulate and lose my 15% Crit inner ability)

maybe...empathy now gives buff duration, not sure how much though.

Don't think so, the Inner Ability gives the majority of the buff duration used to achieve it.
