If I'm not mistaken there should be a quest in the Lightbulb Menu to get it again. Don't quote me on it though

Talk to athena again.
She will give you a new one.
The NPC runs a check to see if you have that item.
If it finds you don't, you'll recieve a new, clean one.
Potential all over again.
In fact, it works great if you have several boom-inducing potential scrolls.
You have multiple tries.
i think u can buy one from athena but im not sure
