Is it worth it to buy it for $20 on steam? since GTA 5 isn't on PC until next year.

Wait till Christmas (did they do the fall sale yet?) sale and you can get all the GTA games on Steam for $20 (or even less)!
Also you get GTA 1 and GTA 2 when you buy the bundle (these games are only available in the bundle).
It'll probably get cheaper when the Christmas sale rolls around, you can wait until then if you still want it.

Since it's for PC, yes GTA 4 is definitely worth getting, the mods are really fun and you can do so many things with them. But for $20, it's not really worth it IMO. You should wait for it to go on sale like it did a couple of months ago. I got the entire GTA bundle for only $10-15 I believe, $20 for just GTA 4 is a little steep.
