As said, Krexel quests now give 60% w/m att scrolls. After landing one scroll, you should take advantage of the 50% cog scrolls from the event shop to scroll your shield.

Iirc, Ninpo drops 30%, Jonin drops 60 or 10%, Genin drops 70%(?), Kunoichi drops 60%.

Krexel questline gives them. I think a mob in Ninja castle drops them also.
Krexel prequest gives one m.atk scroll and one w.atk!
