People buying bad potential Tempest items
What exactly are they doing with these? Saving them? Fusing them? I see so many people buying bad pot tempest stuff and I have way too many.

Yes, it was worth 2bil.

It's a gamble. I spent about 40mil before making those shoulders. But trust me, it's worth it.

That was actually my sixth full inventory run. I don't know if it helps, but I tend to try and fuse rares with rares and epics with epics in hopes of getting better stats.
