I got a decent hyper body neb. Should i get rid of 4% all stat neb on my sharktooth coat and equip the decent hyper body?

OR you can get full RA since it's cheap as hell and then just neb the RA bottom...

It's an empress overall so not much of a loss there by losing the 4% neb, but you may as well neb a common tradable bottom for convenience.
Like others have said, you should put the hyber body nebulite on a common bottom, then swap pants whenever you need to buff. Doing this will also allow you to transfer the pants among your others characters and sell them with ease if you ever want to.

Most people use the %heal pots and have pets to auto heal so they don't need to worry about a flat out damage attack. The dangerous attacks are generally pretty flashy so i would spam my elixirs when that happens.
Put it on other pants and just swap
just put it on a common pants like that lvl 11 pants at lith harbor
i wouldnt do it, if you really need the hp just use HB on different pants.
Also end game bosses use % hp attacks so HB becomes useless.
