Get Europa Universalis 4, it's newer and you can [i]play as any country in the world[/i], with over 2k provinces. The next DLC adds over 500 new provinces.
I probably played it over a hundred hours and modded it another few dozen hours. I played an England-> GB from start to 1700, a century of Denmark, an Okinawa game, and added my own country called "Kouyou" and played it until 1712.
There's even a mod that allows you to play any country in the world between 57AD and 2014.
