Thoughts on upgrade?

I currently have 3-4b to spend. I have a 199 atk dagger so my main wep is covered. All my empress equips are clean (dont have shoulder) . I have around 20% luk. I have an Empress katara that is 76 atk and has 0 slots left due to me using the 20% event scrolls. Should I try getting leaves clean slates and pefecting my katara first? Or should I work on my empress set? My current range is 31k unbuffed.
EDIT: Think there might be some confusion. The katara had a base of 66 atk. I used 7 20% and landed 2. I can probably clean slate it (through event) and get 5 slots back. Just to clear things up.

Waiting for unlimited is like waiting for any other event. If people kept waiting no one would make items, always wanting better and stuff. I'm pretty sure nexon will soon release +10, + 12 and +15 scrolls eventually. I'm just going to settle with the +5 attacks. I know I can't be SUPER godly but i'm pretty sure i'll do better than others.
It takes around 2b to perfect a weapon with the event, do that with your katara. Then use the remaining 2b to buy 6% equips
Farm the clean slate 20% scrolls frrom this event and wait for unlimited for the new scrolls
The reason Tempest is because it's very cheap and easy to find from people. It shouldn't be higher than 50 mil for a 6% Tempest item. This is because it came from Evolving boxes.
Also, I would probably think about getting a new Katara because 2/7 is really bad. Clean Slating is too hard and costly. I always feel that whenever I use Slates, it seems like a "curse" because they rarely succeed compared to scrolls. A lot of people said their story to me that they passed like not even 10 out of like 100 slates (20% ones).
When you get a new Katara, try aiming for Empress Katara or Loveless. Try getting at least 4/7 and you'll feel better. If not, maybe fusing it might help.
