How do % stat work?

For example, if you have a 12% int overall, does it take 12% of the base, or take 12% of w/e you have?

Same question but with %all stat. I asked a few people and I got many different answers...

it is 12% of your total INT after all of your +INT stats have been applied. For example, if you have 500 base INT, and the only item you have equipped is: INT +100, INT +6%, then your total INT would be (500+100)*1.06 = 636.

12% of your base stats + stats you get from items that are non %stats.

So lets say you have a base of 500 and you get 50 stats from a nova cape. Then you'll get 12% of 550. MW only affects the base but that's a different story.
