It looks like a debugging or diagnostics tool. I saw it to and just ignored it.
Looks like that "GM detector" thingy Maplers used to be able to summon by pressing some key shortcuts on their keyboards. Rumours said that if the number on the bottom reached a certain value, an invisible GM was in the map.
It isn't an exploit, probably just some kind of diagnostic tool that was never programmed out of the game like BobR said.
@yiffyfurry: If you has your resolution set to teh right setting, and you decode teh #'s into webdings, it will grant you access to MapleWarts.
i used to get that a while back years ago whenever i alt+enter into windowed mode and alt+enter back and it would still stay there

It's maplestory's information running in real time, Your ISP, frames per second, and other data, I've yet to have it happen to me, so I can't exactly confirm what's going on. I feel like it's communication confirmation from Nexon's servers.

@yiffyfurry Nobody knows, appears to be a glitch. It'll probably disappear after a SC or next patch.
It looks like some kind of diagnostic display they use while testing new stuff and somebody forgot to turn it off before compiling the final version of the new patch.
