Unlocked unlocking phones that had contract
I was wondering, I am looking to purchase a phone from someone but they do not know if it's unlocked or not. They told me it was purchased with contract in Verizon back in 2011, would that contract be up by now and if so would it be unlocked on its own or you have to pay(how much) and how to unlock it? Thanks

No they don't unlock on their own, you need to purchase an unlocking code to make it unlocked.

I thought unlocked phone means that you can use it on any cellphone carrier, like using an iPhone 6 from AT&T on Verizon
