Empress, for sure. Direct upgrade, if I'm not mistaken.
RED stuff is cheaper, though, I'm pretty sure. Automatic Epic potentials are pretty nice too.

No contest, other then the revolution weapon being tradable freely.

I believe emp set is quite easily better.
