Is a 119atk clean, 3L EPIC potential (+12atk, 15% PDR, crappy stat) worth max mesos + 10 pink scrolls? Is that a good deal for me in buying that weapon?

in windia the pink scrolls (2-handed) go for 250+mil each. So bad deal huh?
I think it's overpriced, depending how much pink scrolls go for in Windia.
How many slots? ... Is it hammered? Any stars?
