Actually, what happened was, Eckhart was the only only instructor that could drop the pre-crafted cape, as well as the recipe. The other instructors only dropped the recipes, so if you wanted a non-thief cape you had to find the recipe or find someone who had crafted it already. Empress herself only dropped the weapons. Evo changed that though, since the evo instructors could actually drop the capes already crafted. But you're right they are currently glitched as far as I know. Although Nexon took normal empress off the known issues list, so I'm not sure if that means it's fixed or they're flat out ignoring it now, evo version's still on the list though.

Before taking the weapon into the total amount of the sets, either or, shark tooth has always been the more expensive than raven horn. Just the pirate cape alone can create a huge gap when compared to the thief one. Considering both sets are very popular right now, you are still going to be paying more in meso than when they are not in high demand but save buying the thief set.

If you want the whole set, you need to pay upwards of 1bil for the cape alone, whereas the Raven Horn cape is less than 100mil.

how do you get the empress cape? my guildie said its only obtained by crafting...

Shark Tooth Cape is like 1.5b while Raven Horn Cape is 90m.
