I'm more referring to something like this.
Scammer claims they're a really well known player from World A with plenty of (fake/mule) vouchers also from that world, offering a really good deal but insists you go first since they don't recognize your player/guild/vouchers.
Since networks won't integrate for a while, it's hard to check if the player/guild/vouchers are legit. What I do when someone isn't willing to go first with me, rare but it happens, is I ask for a voucher willing to cover them if they scam. Then if I don't know their voucher I ask their voucher for a voucher. And then the voucher's voucher for a voucher, and so on until I finally get to someone I trust will pay me back. If you ask for a voucher for someone from World A, you're going to going to get another voucher from World A, and the chain will never terminate. Our vouching networks function because of interlocking reputations, and those don't exist between worlds.
Can't check prices against common sense or your friends either, since those are in flux.
One of the first things anyone should do after the world merge is start adding people from the other world into their BL. Or, might as well get a jump start and just make a character in that world now. Pretty sure some of the merchants are working on that already.

The lines become a little blurry during a world merge. Reputations are generally only held within a world. Someone from another world has no clue which guilds are well known/have good recruitment filters. Also, prices between worlds can shift drastically, for example, boss nebs are like 1-2 B in Scania, but I hear they're 8B+ in other worlds.
Even worse, scammers know they can obviously take advantage of this confusion.
The problem gets compounded by the difference in market prices, which means prices will be in flux, AKA it's a great time to make profit.
I wouldn't suggest doing trades involving trust with anyone from another world for at least a few weeks.

its not THAT small and are scammers are long gone. Haven't heard of anyone getting scammed for close to a year ( sold and bought nx several times all smooth transactions) but, I always accounted that too the server being so small if you did scam your rep was pretty much gone so I'd be careful after the merge.

Dualkid and his alts, CalGrown/JoysMyLove and that's all I know of.
Most of our big scammers/hackers have quit the game, either through getting their asses banned repeatedly or just zero rep left
