Yeah what ^ said, some maps you simply can't teleport to with a hyper rock.
He's probably somewhere you can't tele to. There are restrictions just like guild teleport. If they're inside a party quest, FM, ardent, Boss map or any other "special map", The Rock Dwayne Johnson does not work.
