How to cap speed currently? What all is needed?

What's needed to cap on speed, to attack as fast as you possibly (and legitimately) can.

My first character was a Dark Knight and methinks it's about time to (finally) hit 200 on him. I haven't played the game since I maxed out my Kaiser, and my preconceived notion is that I need a Purple Surfboard, and probably Decent SI and/or inner ability. Be specific please, and thank you!
@sumyounguy S rank nebulites were never officially released. A bunch of hackers found a way to generate them, along with a bunch of other things if I remember correctly... Such as the Maroon Mop, and some rare chairs, which were at some point deleted.
Yeah I think that's how S ranks were put into the game.

Best way to cap is Azwan inner pot. Just need to grind azwan pq and get lucky with circulators... Which has not happened for me yet.
If it's fixed, an extreme potion would also work. You need 1 speed step from outside sources.
It's not fixed yet, but Nexon did acknowledge it in their recent bug report.

Anyway, farming for the Green Extreme Potions from Monster Park Extreme would be the cheapest and efficient way to reach the speed cap of faster (2).

@AllDayErryDay: Polearms are fast 5. Booster is -2. Current cap is faster 2. You'd only need SI or an aswan inner pot.
Any up to date polearm is fast attack speed. You pretty much listed the only ways to get attack speed in the game unless S rank nebs come back.
Yes, but how much would be needed to hit the cap, with a Dark Knight? If I use booster, and have an "up-to-date" polearm, what else will I need to cap out?
