the letters are good for the event quest that u do that the npc gives u a letter that has quest's in it that u have to finish all the 87 or 78letters i think n when u finish each title u get 10coins n when u get all the letters they need u get 50coins, so ya you need them until your done with it.

I think it's actually once per account or once per world even though it doesn't say in the update notes. I've accepted the letter quest on a character that I've never gotten a developer letter on, but all the collections are already completed.
