Meister Equips

Does anyone know what the crafting requirements/do you need a recipe (where do you obtain the recipe if you need it)/% chance to fail crafting/other stuff you need for meister equips (earring, ring, and weapon preferrably a staff/wand)? I like the set effect, and I was just wondering what it would take to make the item (or do you find it?). Any information is appreciated, thanks~
