Calc Help Intervals of inc/dec

I have the function xsqrt(x+3).

I found the 1st derivative for the intervals of increase and decrease. I know that the domain is x>=-3 but I was wondering if we include -3 in the interval chart. Does x=-3 count as a local maximum? I already know that x=-2 is the local minimum and the absolute.
