You can drag 3rd job skills into the 4th job slot, so you can have both HS and Cross Surge active.

1st: [Dark Sight, Haste, Magic Gaurd], Iron Body
2nd: [Meso Guard, Rage, Hyper Body], Heal, Bless
3rd: [Cross Surge, Holy Symbol], Magic Door, Combat Orders
4th: Dependent on Situation, though I've heard Frozen Orb is the best at the moment, Arrow Platter, Cannon Bazooka, Final Cut, Sharp Eyes

Ok, these are the best possible things to steal for each job.
1st Dark sight, Iron body, Haste, Magic guard
2nd Heal, Rage, Hyper body, Meso guard
3rd Cross surge, Holy symbol, Magic door
4th Frozen orb(once this "glitch" is fixed, replace this with arrow blaster), Final cut(This one is really up to you, the second 4th job skill is really up to your own tastes.)

Google is useful.

3rd: Holy Symbol, Cross Surge
4th: Arrow Platter, Frozen Orb, Cannon Bazooka, Showdown

Here's an idea. Steal what you think will be good skill, and then if you don't like it try another skill.

Elemental Void is good.

I think crossover chain is good to steal. I'm a little behind on the times though
