@feeling: Depends on what you want to cap on. It's 330%, which is not only much easier to cap on than the old version, but is also stronger than a number of other hurricane skills across the other classes.
Actually looks pretty fun! What do your stats look like to be capping with Shinsoku?
@voxous: Shinsoku is the better choice if you're doing a lot of damage on it. Rai Blade Flash is 680%, which makes it ridiculously easy to cap consistently on, and is picked over Shinsoku if you aren't heavily or even semi-funded.
