This is how it works.
The character card does add to your damage range but it's considered 'fake range', it has no effect on your actual range.

I believe it adds 2 damage to your magic attacks per character level. For example, if you're level 200 and you usually hit 1,000, with that char card you will hit 1,400, an additional 400 damage.

I can't confirm, but i have read a lot of threads of this matter. And I have never seen anyone confirming that its the case of description, but rather i've seen (if not all, then most) saying the character card is bad.
