If I hit lvl 200, can I still buy a 2x exp coupon from the cash shop? Or do I have to buy at like 199?

I heard from a comment on another thread that you should buy it at level 200 99%.
@PulseCannon You buy them at level 200, and they will work even when you're level 201 or 202. At least, that's the theory.
So should I buy the coupon at lvl 199 99% or lvl 200 99%? I'm still confused

I reccomend buying it right before you level up, get the most out of it as you can
