Cannot link Beast Tamers Link Skill?
Well, I got my BT to level 70, which is the general required level to link a link skill. However, when I open her Link Skill Manager, it says its not available.
What gives?

My Dual Blade has 11/12 link skills. Also I never got the "Teaching Link Skill" quest.
That means that you haven't assigned the link skill to a character yet.
Edit: Check if the character you're linking to has less than 12 link skills. The max that any character can receive is 12.
Make sure you're actually level 70.
I was able to use my linkskill just fine when I hit 70. Are there any quests open right now? maybe you have to accept a quest first before you can use it?
