I don't know what they are. Are they just regular equips but give you more meso?

Useful in reboot world, where meso rate is 5x from mobs
As far as level, according to strategy wiki:
Legendary potential only
lvl 0-30: +10% meso
lvl 31-70: +15% meso
lvl 71+ : +20% meso
