Since the statistic in question is a ratio, the weapon multiplier cancels out and becomes irrelevant. However if one wants to check how much range is increased by 1 stat or attack, the weapon multiplier becomes necessary.

depends on your %luk and total attack. there is no "one size fits all" answer to this question
