"The European service will continue to operate during the migration period, and you will be able to play those games using the EU Launcher until those games have been fully migrated"
I.e. MapleEurope will only be available until the migration to GMS is complete. When I logged in on my EU account, there was no option to stay on EMS. I just had to accept Nexon America's ToS and setup a new email.
What they've said is that they will create a EU server on GMS (to not disrupt economy etc.) where all EMS characters will transfer over to, but exclusive content will not carry over. The only choice you have is to either play on that server, or any regular GMS server. Or you could choose not to accept the ToS which means you won't be able to play Maple at all.
I'll miss EMS, since that's where my Maple life begun.

No, if you opt-out it means you can stay on EMS.
If you opt-in, you agree to play on GMS. Either way,
it's not a complete migration. You get to pick
where you want to play. That is what they say.

It's, uh, only merging.
You can still choose to play on your servers, or if you want to you can play on our servers now too.
You have a choice, they're just merging the clients and logins.

@windowlegs: If that were true, it'd still be better than playing at 1366x768 where you get black borders that cover half of your screen in every other map. o:
EMS seems so slow and laggy. it only takes up a quarter of your screen and it seems like you are forced to zoom in so much. after seeing this video i am happy it is being shut down
