this video proves that it is indeed possible for a legendary line to move down to the 2nd line.
it's probably a ridiculously low rate of happening though.

There's a picture somewhere on basil of a mule account getting both 50% duration and 1 attack speed. I don't think that account was made during Azwan.

The reason that it's not confirmed is that it is said that people have gotten on the second line but with the azwan circulator system so they have have "more than one legend line". How that came to be is that their Attack speed +1 line went from the first like and dropped down to the 2nd line and so forth. However it has not been proven that it is still possible to do so. [Should probably see me saying the same thing in all the other threads about this]

The way it works (to the majority of people's collective knowledge, but still not 100% confirmed) is that you can only have one "Leg" line. So for the people who do have it on the second line (most of them from the way the old system was set up) that would be their only leg line.

Now it seems the top line is easily the most common leg line, but it may be possible if you lock your first line in leg when the ability is not leg-level and then re-roll until your second line gets +1 atk speed but that is a complete waste of honour exp, so in short I would say technically yes its possible, but faiap, no is a better answer
