Question about Primal Groudon/Kyogre ability

I'm trying to figure out who will have the priority in terms of sending both out at the same time. I know that regular Groudon/Kyogre start up sunlight and rain when they enter, and this is the weather that can change. the slower pokemon in this case is the one that gets priority (EX: Groudon is slower than Kyogre, both are sent out, weather turns into rain, and then stays on sunlight)

But what about in their Primal forms? Getting my info from here: http://www.ign.com/wikis/pokemon-omega-ruby-alpha-sapphire/Extremely_Harsh_Sunlight
Which weather condition would have priority if they are both in their Primal forms? "It is nearly impossible to change the weather during Extremely Harsh Sunlight" The keyword there is NEARLY, and i haven't been able to find anything to confirm whose permanent weather would remain active... If anybody could test this out it would be awesome! I want to know which nature/EV's I should go for on my Groudon so I could beat a Kyogre if faced against one (that 4x water weakness is BAD) o.o

Who ever is sent out second cancels the first. If both are sent out at the same time, the Pokemon with the higher speed (aside from priority moves) has its ability go first.

wrong who ever get send out first lose their ability it has nothing to do with the pokemon's speed

Also with Groudon's Desolate Land activated water type attacks can't be used
