Welcome to the NHK will take you for a ride, no question. It goes from funny to depressing in about 0.3 seconds, then back to funny and all over the place.
Toward the middle of the series it dragged a little bit for me, and I was like, "OK, enough. How much gloom and misfortune can one man tolerate?"
Seriously though, it's one of the most complex yet balanced anime series I've ever seen. It's one of my favorites, and I highly recommend it.

The Tatami Galaxy was weird and boring as hell, made no sense, and was visually painful for me to watch.
Dont bother with .hack//sign it honestly is not worth the watch. But this is just my option. I'd say play the .hack games instead. If anything 3 episode rule. IT will not get better.
I disagree. .hack//sign was very good if you have the patience. It's just a lot of people have problems with it because it lacks any sort of flare as it has old animations/coloring, slow story telling, and no fight scenes. If he does have good enough patience to watch it I think he'll like it when he hits the 2nd half.

OT: Out of what I watched on the list I've seen FLCL, Death Note, .hack//sign, and Steins Gate (and half of Log Horizon but that sucked). As for sad it goes Death Note>Steins Gate>.hack//>FLCL(not sad at all minus the very ending cause you want more lol)

Steins;Gate is the best. I had my Dr.Pepper today so I'm in a good mood. You should add Planetes to that list if you're looking for more feels.

Dont bother with .hack//sign it honestly is not worth the watch. But this is just my option. I'd say play the .hack games instead. If anything 3 episode rule. IT will not get better. I'll vouch for Steins;Gate

Instead i'd say watch
Shigatsu wa Kimi no Uso
Angel Beats
Clannad/Afterstory
Anohana
Toradora ( more comedy than sad but its great)

FLCL is sad for everyone who never swung the bat.
NHK makes you feel sad for the MC, but then you're also kind of happy for him too
Gunbuster makes you sad that the artists drew awful robots in the first couple of eps, and then it just makes you sad in general
Tatami Galaxy is literally about not being sad
Lain's MC has chit hair, which is sad

Your call brah

Also you can watch Shirobako and be sad for Zuka =[

Steins Gate is great for emotions, although that doesn't pick up until the main plot hits you later. It's also time travel done right.
