See the bolded word? "Anticipate"? Yeah, that word doesn't mean "Absolutely, positively, going to be", you know. It means they are estimating... guessing.
Seriously, what is with all of the morons who, when an announcement about downtime comes from Nexon, expects that their estimated time (key word [b]ESTIMATED[/b]) is absolutely set in stone and must be adhered to or else it's a failure? That's like being P.O.ed if the bus is 1 second early or late. It's childish and unreasonable...
