You don't necessarily get banned the instant you're reported, sometimes it can take weeks while they investigate the report and evidence.
They can ban you at any time, doesn't have anything to do with what you're doing when you get the ban.

Permanent bans are like permanent records in middle school or high school. They don't exist or rarely(if ever) enforced but people perpetuate it so you don't pull stupid stunts.
