Regarding this line you said. Would that mean a 2nd perfected fan would be useless, but any fan that has over 100m.att,106m.att with CO and a 120+ fan be sufficient ?

^This. A skill Haku casts called Haku's Blessing gives you a buff based upon the m.att of Haku's fan. It's a %m.att buff based on the % it says for haku blessing multiplied by the m.att of the fan. Max is 50%, or 1%m.att for every 2 m.att on the fan (53% with CO).

As far as potentials, best you can get on haku's fan are %int and %m.att for that fan. The other good ones don't work(even if they are inherently on the fan like %boss on fafs).

You have to use Haku Reborn/Perfected have his fan apply to your range.

Also the only potentials that apply are %INT, %M.ATT, and %All Stat, if I'm not mistaken.

Just note that if there are additional stats like Boss % on a fafnir fan, that will not apply to you. Also, i totally suggest buying one for your haku bae and star enchant it as high as you can.
