Depends on your capabilities, the effort you put in and the content of the test itself. If you understand everything in a particular topic, try your hardest on the test and have been receiving 90% on average for previous tests of the same subject, then 60% isn't good. For someone who has been receiving an average of 50% on tests no matter how hard they try simply because the subject and it's topics are not for them, then 60% would be good. If someone you knew had been averaging 50% on previous tests and got 60% on the next one, would you tell them that's still crap?
