Works if you bought the card before 200. So the best is getting it at lvl 199 99.99%.

ok so you confused me, they affect you no matter what, attacking or leeching. I thought you meant if you bought it and it helped other people in ya party

Yes, it does. I've been on 24 hours of consistent leeching on 2x. I've gone from level 190 to 203 and I still have an hour and 15 minutes left on my 2x.
It works when leeching, so long as you're high enough level to get EXP from them.
