blacklisting only lasts for 2 weeks.
gets annoying after when the guy still sends you pms after 4 months (im surprised its lasted this long) and continues to quote me on almost every post i make, only to say something meaningless.

Maybe Zaktsu is the name of an account that's been deleted in the mean time, or the poster made a typo.
Anyway, I sent MrBasil a PM containing the picture the Thread Starter posted, plus a notice I'm not willing to suspend the Thread Starter (whose name I didn't reveal). Technically his post breaks rule #3, but I think identifying the PMs and their senders is more important than "inappropriate language by proxy" here.
If the spammer's one and the same guy/girl, MrBasil should be able to easily take all of their accounts out by blocking their IP address.
